Abstract
U skladu s relevantnim zakonodavstvom Unije uvozna dozvola može biti propisana kao uvjet uvoza, kao instrument za upravljanje tzv. licenčnim carinskim kvotama ili kao uvjet za primjenu preferencijalnih mjera. Prema trenutnom stanju zakonodavstva Unije, značajno je veći broj slučajeva u kojima uvozna dozvola služi za upravljanje carinskim kvotama ili kao uvjet za primjenu preferencijalne mjere nego onih u kojima ista predstavlja uvjet uvoza kao takvog. Izvozna dozvola za poljoprivredne proizvode može biti propisana kao uvjet izvoza tj. bez podnošenja dozvole izvoz nije dozvoljen. Odredbe i mjere propisane zakonodavstvom iz okvira Zajedničke poljoprivredne politike, a koje se tiču uvoza ili izvoza poljoprivrednih proizvoda u trgovini s trećim zemljama provodi Carinska služba države članice Europske unije.
Abstract (english)
In accordance with the relevant legislation of the European Union, an import license can be granted as import condition, as an instrument for managing the so-called tariff rate quotas, or as a condition for application of preferential measures. According to the current state of the legislation of the European Union, there is a significantly greater number of cases in which the import permit serves to manage customs quotas or as a condition for the application of preferential measure than those in which it is an import condition. An export license for agricultural products can be granted as an export condition, i.e., without submitting a license, export is not allowed. Provisions and measures imposed by the legislation within the framework of the Common Agricultural Policy, which refer to the import or export of agricultural products in trade with third countries, are implemented by the customs authorities of EU member states.
