Abstract
Područje poljoprivrede u Europskoj uniji obuhvaćeno je brojnim regulativama, čija ispravna administrativna primjena je ključna za funkcioniranje Zajedničke poljoprivredne politike. Sa statusom države kandidatkinje za članstvo u Europskoj uniji, Republici Hrvatskoj su se otvorile nove mogućnosti, a time i nove obveze, između ostalog, mogućnost korištenja pretpristupnih fondova kao pomoći u procesu prilagodbe. Republika Hrvatska je koristila poseban pretpristupni program za poljoprivredu i ruralni razvoj – SAPARD program od 29. rujna 2006. do kraja 2009. godine, nakon čega ga je zamijenio IPARD program (2010.-2014.). Oba programa su od velikog značaja za poljoprivredne proizvođače (poduzetnike) jer su uz pomoć njih omogućena sredstva bespovratne potpore za ulaganja u unapređenje proizvodnih procesa s ciljem povećanja konkurentnosti poljoprivrednog sektora, a jedinicama lokalne samouprave za unapređenje ruralne infrastrukture. U Republici Hrvatskoj iskorišteno 48,2 % predviđenih sredstava za provedbu SAPARD Programa, dok je iz IPARD Programa ugovoreno 793 projekata za 95 % sredstava EU koja su bila na raspolaganju. SAPARD Program je bio dobra priprema za korištenje sredstava iz IPARD programa. Analizom oba programa, utvrđeno je da je u Brodsko-posavskoj županiji ugovoren gotovo isti postotak (cca. 3 %) od ukupno ugovorenog iznosa sredstava potpore za oba programa.
Abstract (english)
The agriculture in the European Union is covered with a number of regulations, which correct administrative application is crucial for the functioning of the Common Agricultural Policy. With the status of candidate country for EU membership, new possibilities have opened up for Croatia, and thus the new obligations, among other, the possibility of using pre-accession funds to assist in the adjustment process. In Croatia Special Accession Programme for Agriculture and Rural Development - SAPARD programme was used since 29 September 2006 until the end of 2009, after which SAPARD Programme was replaced by IPARD Programme (2010. - 2014.). Both programs were of a great importance for agricultural producers (entrepreneurs), as both programmes provided grant support for investments in improvement of production processes in order to increase the competitiveness of the agricultural sector, and to local governments to improve rural infrastructure. Republic of Croatia had absorbed the 48.2 % of planned funds for the implementation of the SAPARD program, while within the IPARD Programme 793 projects were contracted for 95 % of available EU funds. SAPARD programme was a good preparation and practise for the use of IPARD Programme. The analysis of both programs shows that Brod Posavina contracted almost the same percentage (approx. 3%) of the total contracted amount of support funds for both programmes.
